Job Description

DISTINGUISHING FEATURES OF THE CLASS:

The work involves performing difficult and complex analysis of data extracted from the Human Resources Information System (HRIS) in the Human Resources Department at the Erie County Medical Center Corporation (ECMCC). The incumbent provides technical expertise in creating and running queries, reports and data analysis on processes and provides recommendations on system changes. Work is performed under the general direction of a higher-level Human Resources supervisor with leeway for the use of independent judgment in carrying out the details of the work. Supervision is not a function of this position. Does related work as required.


TYPICAL WORK ACTIVITIES:

Participates in and works on highly confidential personnel matters;

Assists in ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities;

Assists in maintaining data integrity in systems by running queries and analyzing data;

Assists in oversight of maintaining complete and accurate employee data;

Performs and assists in internal and external audits of compensation data, systems and processes to ensure compliance with applicable laws, regulations and internal policies;

Performs internal audits for reconciliation of monies received by Human Resources and provides summary of audits;

Assists Health Information Systems staff in researching and resolving HRIS problems, unexpected results or process flaws;

Assists Health Information Systems staff in the review, testing, coordination and implementation of HRIS system upgrades or patches;

Recommends new and improvements to existing HRIS processes and policies;

Writes, maintains and supports a variety of reports and queries;

Assists in development of existing and new standard reports;

Develops user procedures, guidelines and documentation for HR initiatives related to HRIS;

Trains system users on new processes and procedures;

Serves as a liaison with Finance and Health Information Systems to understand internal policies and processes and support continuous process improvements;

Provides overall project management for HR initiatives related to HRIS; supports technical projects as assigned;

Attends and participates in meetings, seminars and training sessions;

Keeps abreast of current trends in computerized HRIS systems.


FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of HRIS systems and modules used by Human Resources departments; thorough knowledge of various database and application methodologies and concepts; good knowledge of ECMCC organizational structure, departments and collective bargaining agreements; good knowledge of Human Resources processes and data such as benefits, compensation and payroll; skill in advanced operation of Microsoft applications, including Excel and query/report development; strong analytical and critical thinking skills; ability to analyze and interpret complex data and make recommendations; ability to research and interpret industry trends; ability to write training materials and user instructions; ability to work independently; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with a diverse constituency; ability to utilize a variety of electronic software applications; ability to sound professional judgment; capable of performing the essential functions of the position with or without reasonable accommodation.


MINIMUM QUALIFICATIONS:

  • Possession of a Bachelor’s Degree* in Management Information Systems or sufficiently similar field; or
  • Possession of an Associate’s Degree* in Management Information Systems or sufficiently similar field and two (2) years of administrative support experience utilizing a human resources computer information system; or
  • Graduation from high school or possession of a high school equivalency diploma and four (4) years of administrative support experience utilizing a human resources computer information system; or
  • An equivalent combination of training and experience as defined by the limits of (A), (B) and (C).
