SALARY INFORMATION
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public and is being held to establish an eligible list to fill current and future Civil Engineer vacancies within OC Public Works and/or other County of Orange agencies. This recruitment may also be used to fill positions in similar and/or lower classifications.

OC INFRASTRUCTURE PROGRAMS
OC Infrastructure Programs provides engineering services for roadways in unincorporated areas and regional flood control programs throughout Orange County. This includes programming, design, legislation tracking, project management, traffic safety, and development support services.
CORE SERVICES - Flood Programs
Coordinates floodplain management and flood regulatory services with agencies such as the Federal Emergency Management Agency (FEMA) and others on behalf of the Orange County Flood Control District. Prepares flood facility studies including hydrology. Oversees local sponsor role in the Santa Ana River Mainstem project.
OC DEVELOPMENT SERVICES
OC Development Services oversees the planning and development entitlement requirements for private and public projects within the County’s unincorporated areas. This includes permit processing, inspection services and management of zoning, building and code regulations – all to ensure safe and responsible property development and community standards.
CORE SERVICES - Land Development
Manages the County’s role in the planning, design, financing, plan checking and construction of master planned communities. This includes public and privately-owned flood control facilities, highways, streets and all related infrastructure built or funded by master developers.
THE OPPORTUNITY
Civil Engineers perform a variety of complex field and office engineering work. The incumbent will be an experienced professional engineer, licensed by the state of California as a Civil Engineer, and will be responsible for independent engineering analysis on the most complex and specialized assignments and projects. The incumbent will provide staff training, project leadership to lower-level staff, consulting in an area of specialty, and may independently review, complete, and approve County designed plans or County prepared studies and reports as the responsible engineer.
A hybrid work schedule may be available for this position. This may revert to a regular on-site schedule depending on business needs.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess two (2) years of technical civil engineering experience under the direct supervision of a licensed professional engineer and is willing to take on new and challenging assignments.
In addition, the ideal candidate will also possess knowledge and experience in the following core competencies:
Technical Experience & Knowledge-
Designing and preparing plans and drawings, using computer-aided drafting (CAD) tools; review of record drawings; preparing plans, specifications, and cost estimates for construction and maintenance of public work projects such as flood control structures

Performing technical and complex calculations, studies, and reviews of same using engineering principles, experience, and judgment

Conducting technical studies and preparing reports related to hydrology, drainage, environmental, and other areas

Reviewing road, drainage, improvement plans, and hydrology studies

Coordinating with internal stakeholders (project management, utilities, real estate, survey, regulatory permits)

Preparing staff reports for and making presentations to management
-
Providing technical engineering support to other County Divisions and Departments

Performing project management duties including monitoring and controlling project scope, cost, schedule, and risks

Exhibiting proficiency in Microsoft Word, Excel, Adobe, Bluebeam, Access, AutoCAD, Project, HECRAS, WSPG, hydrology software such as AES or other compatible with the Orange County Hydrology Manual and other Civil Engineering software

Coordinating and managing the reviews of private developers and builders' project submittals including street improvements, grading plans, drainage plans with other County departments or divisions including Watersheds, Materials Laboratory, Flood Programs, Design/Bridge, and Maintenance

Performing reviews of all developers’/builders' submitted civil engineering plans such as grading plans, street and storm drain plans, trail plans, landscape plans, hydrology and hydraulic reports, tract maps, etc.

MINIMUM QUALIFICATIONS
Education and Experience
Two years of experience directly related to the competencies and attributes noted above. A bachelor’s degree in a related area of study may substitute for the required experience.
License Required
Possession of a valid California Driver License (Class C or higher) may be required for some assignments.
Special Requirements
Possession of a valid Certificate of Registration as a Civil Engineer issued by the California State Board for Civil and Professional Engineers.
Physical and Mental Requirements
Remain in sitting positions for extended periods; repetitive use of hands to operate computer keyboard, printer, and copier. Occasional walking, standing, pushing, pulling, bending, squatting, and kneeling. Twisting and continuous upward and downward movement of the neck; bending and twisting at the waist, reaching above and below shoulder level, and lifting and carrying of files weighing up to 20 pounds. An incumbent must be able to meet the requirements of the classification and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed.
Environmental and Working Conditions
Work is performed in an office environment in close proximity to co-workers and involves sedentary to moderate activities. Requires frequent decision making, concentration, and occasional public contact. Work and/or walk on various types of surfaces including slippery, uneven or unpaved surfaces and rough terrain. Occasional exposure to weather conditions, adverse dust and odor conditions. May include exposure to loud noises, heavy equipment and solid waste.
RECRUITMENT PROCESS
Human Resource Services (HRS) screens all application materials for minimum and/or desirable qualifications. After screening, applicants who meet the minimum and/or desirable qualifications will be referred to the next step in the recruitment process. All applicants will be notified via email of their status in the process.
Structured Oral Interview | SOI (Weighted 100%)
Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Each candidate's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures above may be modified. Candidates will be notified of any changes in the selection procedures.
Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
