DISTINGUISHING FEATURES OF THE CLASS:
The work involves assisting in the Labor and Employee Relations function in the Human Resources Department at the Erie County Medical Center Corporation. The incumbent performs a variety of para-professional and confidential tasks such as assisting in investigations, preparing legal correspondences, handling and logging grievances, Memorandums of Understanding (MOU), Memorandums of Agreement (MOA), and union contracts, performing legal research and collecting and preparing data. The work is performed under the general supervision of higher-level Labor and Employee Relations staff with the exercise of independent judgment in completing correspondence and preparing a case file for review by an attorney. May exercise supervision over clerical staff and interns. Does related work as required.
TYPICAL WORK ACTIVITIES:
Prepares correspondence for the Labor and Employee Relations function; Maintains professional and court calendar for designated Labor and Employee Relations staff; Researches and gathers documents needed for/in response to requests such as Freedom of Information Law (FOIL), information from bargaining units, governmental agencies, Public Employment Relations Board (PERB), court appearances, collective bargaining negotiations and grievance meetings; May assist in investigations by conducting initial interviews, coordinating interviews or preparing reports and gathering data; Creates and maintains MOU, MOA, union contract, grievance, discipline and litigation databases; Performs research as requested utilizing electronic resources such as Westlaw, Lexus Nexus, Erie County Courts and New York State Assembly/Senate; Creates union contract template and populates same with ECMCC and union proposals as needed; Assists in the collection and preparation of data for contract negotiations, impasse proceedings, grievance arbitrations and discipline and discharge proceedings; Creates and maintains spreadsheets and electronic information to input information, run reports, create reports and search for information; Keeps abreast of applicable local, state and federal laws and regulations and ECMCC union contracts; Participates in and may schedule meetings, committees, conferences, in-services and trainings
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Working knowledge of Civil service Law, Erie County Civil Service Rules, Taylor Law, FLSA, ADA, USERRA, HIPPA, Title VII and other general employment laws; working knowledge of union grievance, arbitration and negotiation procedures; working knowledge of contracts, terms and conditions of employment including the administration of a negotiated labor agreement; working knowledge of the principles and practices of legal research; ability to interpret and apply terms and conditions of collective bargaining agreements; ability to prepare written information in legal formats; ability to input, maintain and recall information; ability to perform legal research utilizing electronic applications; ability to understand and interpret written material presented in legal terminology; ability to communicate effectively, both orally and in writing, with a diverse constituency; ability to utilize a variety of electronic software applications, including Microsoft Office; sound professional judgment; tact; confidentiality; initiative; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree and two (2) years of experience in in human resources, law, labor relations, organizational development, staff development, or diversity and inclusion or other closely related labor relations experience; or:
B) Graduation from a regionally accredited or New York State registered college or university with an Associate’s Degree and four (4) years of experience in in human resources, law, labor relations, organizational development, staff development, or diversity and inclusion or other closely related labor relations experience; or;
C) Graduation from high school or possession of a high school equivalency diploma and six (6) years of experience in in human resources, law, labor relations, organizational development, staff development, or diversity and inclusion or other closely related labor relations experience; or:
D) An equivalent amount of training and experience as set by the limits of (A), (B) and (C).
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements
